Under 19.15.29 NMAC, a release of 25 barrels or more of liquids (or more than 500 MCF of gas) is major — but so is any release, regardless of volume, that may reasonably reach a watercourse, endanger public health, be detrimental to fresh water, or that results in or from a fire. Major releases require notification to the OCD within 24 hours of discovery.
